The Finance Office is looking for a seasoned professional at the position of Assistant Director of Finance to join its Treasury Section which is responsible for treasury and investment management; administration of the Universitys retirement schemes, including ORSO and MPF schemes and management of the income collection function. There are 20 professional/supporting staff in the Section.

Duties
Reporting to the Head of the Treasury Section, the appointee will be required to:
(a) take charge of the Universitys day-to-day operation of treasury and investment functions, covering administration and reporting of University Working Capital Fund (WCF), Hostel Development Fund (HDF) and other significant capital grants, including risk control and compliance requirements;
(b) manage the internal investment portfolio of WCF and HDF, including purchase of bonds and placement of bank deposits according to investment policies, procedure manual, cash flow and liquidity requirements; and supervise the preparation of investment income budget and distribution;
(c) provide key support to the Investment Committee in treasury and investment management of the WCF and HDF, including investment policies, asset allocation, engagement of investment managers and professionals, setting of benchmarks, and performance monitoring of investment portfolios, through tasks such as preparation of meeting papers, drafting meeting minutes, compiling analyses and reports, and implementation of decisions or changes as directed by the Committee;
(d) oversee the income collection function of the University including collection of tuition and other fees from students through the Student Account System and management of a Cashier office with a front desk counter;
(e) act as project manager or contribute as key champion and/or user in the development and enhancement of related applications and systems for the treasury and investment functions as well as the income collection function;
(f) ensure compliance with regulatory and external requirements including relevant accounting standards and manage external and internal audits of treasury management and income collection including coordination, preparation of responses and action plans;
(g) supervise/guide and develop subordinates for quality work deliverables and provide assistance to manage section resources;
(h) proactively identify areas for improvement and develop internal policies, guidelines and procedures to enhance the performance of treasury and investment, retirement schemes administration and income collection function;
(i) provide administrative and project support to Treasury Section;
(j) act as a back-up to the Head of the Treasury Section; and
(k) perform any other duties as assigned by the Director of Finance or his delegates or the Central Management of the University from time to time.
Qualifications
Applicants should:
(a) have a recognised degree in Accounting, Finance and related disciplines;
(b) have a professional accounting qualification and be a CFA charterholder or equivalent;
(c) have at least eight years of solid and relevant managerial experience in investment management, accounting, finance and/or other related areas, preferably in public sector or sizable organisations;
(d) be self-motivated with high ethical standards, and be responsible and collaborative;
(e) have good interpersonal and people management skills to work effectively with internal and external stakeholders at all levels including service providers;
(f) have strong business acumen and demonstrated capability in innovation to meet new challenges;
(g) be attentive to details with hands-on experience in cash management, investment analysis, performance measurement and treasury accounting;
(h) have ability to work independently and lead the team under pressure to meet tight schedules with perseverance;
(i) have strong interpersonal, organisational and problem-solving skills;
(j) have demonstrated presentation and communication skills; and
(k) have a good command of both written and spoken English and Chinese, preferably with fluency in Putonghua.
Applicants with less experience may be considered for the post of Senior Finance Manager.
Shortlisted candidates will be invited to sit for a written test.
Conditions of Service
A highly competitive remuneration package will be offered. Initial appointment will be on a fixed-term gratuity-bearing contract. Re-engagement thereafter is subject to mutual agreement.
