Job Number: 49077 Department: Office of the Communications Authority Job Title: Information Technology Manager (Development) Salary: HK$77,800 - $82,800 per month Entry Requirements: a) Candidates should have - (i) a bachelors degree in Computer Science, Information Technology (IT) or related discipline from a Hong Kong university, or equivalent; (ii) met the language proficiency requirements of ‘Level 2 [Note (2)] or above in Chinese Language and English Language in the Hong Kong Diploma of Secondary Education Examination (HKDSEE) or the Hong Kong Certificate of Education Examination (HKCEE), or equivalent; (iii) at least six (6) years of relevant post-qualification full-time IT working experience, of which two (2) years must be in a similar post and in a comparable capacity; and (iv) at least four (4) years of full-time experience in managing system analysis and design, implementation and maintenance for IT systems using Java frameworks (e.g. Spring MVC, Spring Boot), HTML 5, CSS, JavaScript (e.g. React.js, Angular.js) and relational databases (e.g. Oracle RDBMS, Microsoft SQL Server, MySQL, MariaDB). b) Candidates should be customer-oriented, able to perform under pressure, willing to work after office hours and occasionally working on an on-call basis as required. c) Candidates should have solid experience in project management and implementation of system development based on industry best practice. d) Candidates who are holders of the following certificates or equivalent will be advantageous - (i) Projects in Controlled Environments, version 2 (PRINCE2) Professional; and (ii) Project Management Professional (PMP). e) Candidates who have experience in using the following technologies/products will be advantageous - (i) Agile software development; (ii) Continuous Integration/Continuous Delivery (CI/CD) pipeline; (iii) DevSecOps; (iv) Full stack development (MEAN/MERN); (v) RESTful API development; (vi) Python programming; (vii) NoSQL database; (viii) Containerisation such as Red Hat OpenShift, podman, containerd, KubeSphere, Knative, etc.; and (ix) Service mesh/serverless architecture. Note: (1) Applicants should have met the entry requirements on or before the closing date for application. (2) For non-civil service appointment purpose, ‘Grade E in Chinese Language and English Language (Syllabus B) in the HKCEE before 2007 are accepted administratively as comparable to ‘Level 2 respectively in Chinese Language and English Language in the 2007 HKCEE and henceforth. (3) Candidates will be required to attend a selection interview cum written test. Where a large number of candidates meet the specified entry requirements, OFCA may devise shortlisting criteria to select the better qualified candidates for further processing. In these circumstances, only shortlisted candidates will be invited. Duties: Information Technology Manager (Development) will be mainly responsible for - a) managing the development team to complete jobs of the system development stream and any other IT related duties; b) acting as the application and data architect to support the business requirements; c) enforcing the compliance with the best practices, regulations, policies and guidelines of the Government on system development and IT security; d) performing and leading the performance of system development including project planning and management, budgeting, feasibility study, user requirement collection, system analysis and design, specification development, product evaluation, programming, procurement, vendor/contract management, system implementation, system testing, system documentation, system administration and maintenance, system troubleshooting and tuning, quality assurance and other activities of the system development life cycle; e) managing and monitoring the update, administration, maintenance and disaster recovery of business application systems, websites and public facing e-services; f) engaging and collaborating with stakeholders to meet the business objectives; and g) handling various administrative tasks. Terms of Appointment: Successful candidates will be appointed on two-year non-civil service contract (NCSC) terms. Further renewal of contract will be subject to the candidates performance and service needs. Fringe Benefits (a) A gratuity may be granted if the contract is satisfactorily completed with consistently high standard of performance and conduct. Such gratuity, plus any contribution made by the Government to a Mandatory Provident Fund (MPF) Scheme in respect of the appointee as required by the MPF Schemes Ordinance, will add up to 15% of the total basic salary drawn during the contract period. (b) Rest days, statutory holidays, annual leave, maternity leave, paternity leave and sickness allowance, where appropriate, will be granted in line with the provisions of the Employment Ordinance.
