The Consumer Council is seeking a strategic and hands-on leader to join our management team as the Director of Human Resources.  This pivotal role will drive the Councils people strategy, modernise HR practices, and foster a future-ready workforce that supports our mission to protect and empower consumers in Hong Kong.

Responsibilities:

  • Lead the transformation of HR functions to align with the Councils strategic goals

  • Develop and implement forward-looking HR strategies across talent acquisition, succession planning, performance management, learning & development, and total rewards

  • Oversee HR governance, compliance, and risk management, ensuring alignment with employment laws and public sector standards

  • Leverage data and HR analytics to inform strategic decisions and workforce planning

  • Investigate and manage staff complaints and grievances, ensuring fair and transparent resolution processes

  • Serve as a trusted advisor to senior leadership, providing insights and counsel on people-related matters and organisational development

Requirements:

  • University degree in Human Resources, Business Administration, or related disciplines

  • Minimum 10 years of progressive HR experience, with a strong track record in a leadership role, ideally within public sector or statutory body

  • Proven track record in leading HR transformation, change management, and digital adoption (e.g., HRIS, AI-enabled tools)

  • Strong strategic thinking, leadership, and stakeholder engagement capabilities

  • Excellent interpersonal, negotiation, and conflict resolution skills

  • Deep understanding of employment-related laws and public sector HR practices

  • High proficiency in spoken and written English and Chinese

  • Strong strategic thinking and problem-solving skills to drive innovation and informed decision-making

Terms of Appointment & Fringe Benefits

Appointment will be offered on a 3-year fixed-term contract.  Fringe benefits include paid leave, cash allowance, medical insurance and MPF.
